Surely it works both ways, bbc and itv have content linked to the london bombings or juat recently nice. Its better share to get it both way.

I'm not sure I understand, but yes, with all these deals they contribute material as well as take it
(although you won't find the BBC, ITN or Sky using each other's material via an agency like AP... that's where the restrictions come in)

While researching an article a few days ago the cable networks (CNN, Fox and MSNBC/CNBC) pooled their video for September 11, 2001 only.

Sky and the BBC may have gotten footage from US affiliates that may not match their news partners Fox and ABC, respectively. In 2000 in order to compete with NBC (which had an established affiliate sharing service with MSNBC/CNBC) and CNN Newsource - CBS, ABC and Fox (which was still growing their affiliates news base) set up the Network News Service, NNS. The NNS shares raw video which at times makes its way to the networks even when it didn't come from their affiliate. As far as I know some NNS has made it internationally for live and web use but not for archival programs.

Sounds about right, I couldn't remember how long it went on for.

Yep, it seems to me to be pretty much a free for all. Which is great until you have to sort out whose is whose the next day!
