I agree with Rachel McTavish being underrated. To be fair STV has proven since the 1990s ( or over the past 20 years ) that you don't need a massive budget to provide a good quality, local and national news and current affairs.

I'm pretty sure it's a category that's been featured in previous years. I believe it's also a tradition to leave out ones if you find the category, or its name, annoying.
