Probably COVID restriction related - they've been trailing cutting the number of people allowed in homes in England to 6, which TBH I thought it was anyway.
Seems plausible. Why they'd embargo something like that though is confusing, purposely avoiding the NaT. All will be revealed I suppose.
aren't these 10.30pm embargoes put in place because of press previews anyway?

Embargoes in this day and age just lead to fake news spreading especially when it is announced that there is news embargoed, and it is now time for them to be banned when relating to topical events. People are now going to be social media trying to work out whatever the news is and this gives multiple opportunities for trolls to post stories that suit their agenda.
Yes, not great and usually for the benefit of the press rather than the public. Some new COVID restrictions have been announced around 10.30pm coming in the next morning which people could easily not be aware of the following morning.

I am confused as to whether it is 10pm or 10:30pm?

My guess is that one of the papers or Newsnight have found that the Oxford vaccine is of no use (newspapers and Newsnight are about the only people that would benefit from a 22:30 embargo) or that someone in the royal family either has or has died from the virus, as I can't see the government being stupid enough to embargo anything in order for it to miss the major bulletins considering the way in which such an embargo would be criticised by the media and opposition parties.

no, the press hate embargoes. they exist to enable the government to control the flow of news to the public
Probably just speculating but...
Katty Kay and Christian Fraser were both wearing black.
Julie Etchingham was wearing a black dress on the NAT promo.
A friend is telling me the Sky News anchor is wearing a blue jacket with black underneath.
Katty wearing black may be significant but I don't think I've ever seen Christian in anything other than black or very dark blue.
It's 10.30, though given the fact the release has been circulating newsrooms from just before 7, it's a strange time to go for and a bonus it hasn't leaked one way or another.
