HTML is one of those things that is easy to get started with, but difficult to master. And responsive design is pretty high up the list of difficulty.
But, knowing the basics can be learnt in a few days, and be a good prototyping platform. I often use webpages to mock up UIs, graphics and all sorts of things because its quick and simple. Plus, knowing how to build a simple website is a useful skill these days, so your time may be better spent working on learning HTML than playing with PowerPoint.
