I believe both is the answer. As I understand it programmes are made available immediately after transmission by using the video segments encoded for the live stream, as also used by the live rewind...

Is there a way to access Off Air Feeds from UK Live Shows?

'LiveU' is encoded and controlled often by the 'lines rooms' / MCR - sometimes switching units to transmit - you won't ever get access to that and for good reason.
