Who wrote or performed 'Telegraph Hill'?

it's a long shot, but does anyone know who wrote or performed the track 'Telegraph Hill' which was used as the theme to HTV's Report West during the 1970s?

The piece of music is actually titled "Telegraph House", and it was composed by Keith Papworth.
