At the beginning of Mark Simpson's report on UFO's (it is currently on the frontpage of the BBC News website - under BBC News in video / audio and titled: The truth is out there: Top secret report into UFOs goes public) could somebody tell me the tune in the background and possibly who wrote it please?

Isn't it the theme tune to the X Files?

Yes, it's the X Files theme - the 'proper' TV version, not the remixed danced up one that you sometimes get on CDs.
