A lot of the time, they will receive promotional samplers from the individual record companies/music publishers. These samplers will contain the original track as well as an instrumental (amongst many other new tracks 'for your consideration').
For example, I once received a CD from Chrysalis Music containing the instrumental of Outkast's 'Hey Ya' - I never bought the single, so I'm not sure if the instrumental was on it, but Chrysalis (music publisher) distributed it in this manner - and it works really well as a music bed.
I would assume that sometimes, the pres dept. of a TV station may make a special request, and if it's not too much trouble I'm sure the record companies would be happy oblige - after all it's all good publicity for the track.
As for obtaining any of these tracks, unless they've been commercially released, then unfortunately a personal request won't get you very far... as ever, you need to 'know people'... Before anyone asks, I ain't got any of 'em! (only the Outkast one).
