Sound editing

Can anyone recommend any software (preferably free) to edit some files that I have to make them into a continuous bed/vamp.

I just need a way of looping them and editing them.

Can you tell me how I can create a bed from the clip I have been given?

What clip have you been given? Maybe someone can have a go for you if you tell then what you are trying to achieve

It's two World News America clips (open and close) of varying quality. The person who gave them to me told me not to redistribute them though.

Well, select the part you would like to make the bed from, by highlighting it (as you would do in Word for example), and press Shift+Space to hear it played looped. If it doens't sound right, edit the selection and try again, until it does sound right. then, get rid of the bits you haven't selected.
