Yes, exactly but I think that's a regional news thing. All BBC regions have been supplied with TARGA renders (and HD .mov renders if the region is HD)
I'm sure the network promos follow the same principle, but with a series of set up grid templates and typography arrangements in FCP, Avid or something similar.

Yes, exactly but I think that's a regional news thing. All BBC regions have been supplied with TARGA renders (and HD .mov renders if the region is HD)

Creative Cloud is the same as the CS software, only you pay a subscription and get free upgrades as new versions come out. The software is Industry Standard.
Speaking of that, is Adobe's Creative Cloud enough to create nice broadcast graphics?

Adobe do not have a product for Live graphic production, only for pre produced graphics and trails. Something like Clarity, Aston, or Viz is used for live graphics.

Not directly, unless they provide adobe compatible plugins. But the assets would be designed in software like After Effects, and then imported into the software provided by the playout kit for making templates, and outputting the live graphics.
