Recording TV

Hello, i bought a Win TV USB thing yesterday and have been taking pics and video. the video is MPEG but its too large for example :

30second clip = 9MB

is there any way i could descale that and make it smaller.
If anyone can help i will be greatly thankful

I believe that the whole point, it captures hih quality then you use a Video Editing software to scale it down in what ever format.
