I understand all of that. If i made the animated graphics in powerpoint would i be able to chroma key into Caspar

Chroma key powerpoint onto what? Besides, chroma keying graphics is almost always a terrible idea - the artifacts tend to look hideous. Creating graphics in Flash or HTML would allow you use a proper alpha key in Caspar.

But, yes, Caspar does keying, but you could just use powerpoint by itself and the results will be better. After all, powerpoint is designed to run all day on a loop itself, and it's a lot more friendly to beginners.

No live feature though!

As in, live streaming the output to somewhere? If so, no, but neither does Caspar (again, you could probably force it to, but it will be by abusing it rather than by design).

You don't use graphics software to encode streaming video. You use video stream encoding software to do that. Again, RTMP is the keyword you need.

And there are definitely no major news broadcasters who would key Powerpoint slides 👀
