ITV The Time The Place "breakdown" 1995 - Music?

Hopefully this isn't library music, but there's some really catchy music during the "This Morning" holding side, does anybody know what this is? "3:48"

I'm afraid I can't help you with that particular music but if it's breakdown music it's almost certainly library music. Broadcasters wouldn't usually go to the trouble and expense of commissioning music that in an ideal world ought not to be heard. It's the same for one-off specials like election or budget programmes for instance. Oftentimes library music would be selected because it was cheap.
