The 2010 theme has actually got nothing to do with EMI. It is an ITV commission and is published by Hewsongs! Just to clarify.
EMI have specifically been asked by ITN to keep it out of their libraries and the public domain. Dave Hewson has also received instruction not to send the music out.

In case you still want to want it, the music seems to be on Youtube, just search for ITV news election 2010 and some tracks seem to be there. Don't know how though.

I only found it last night whilst I was on Youtube. Could it be that the music is now present on the special library of music which can not be named although this is unlikely since there were instructions for this not to be released?

By reporting, you mean someone has flagged the YouTube videos and in turn, those videos will be gone sooner or later?
As a matter of fact, how could something like that escape out to the "interwebs"? I'm assuming it must be someone who works for ITV or has access to the Hewsons work.
