Although this post will take the thread off topic a little, I think one point which probably applies to many current threads, really does need clarifying.

As I've explained elsewhere, just because a piece of music which happens to be used as a TV theme is commercially available, does not necessarily mean that it isn't library music.

Record companies can and do licence library music tracks for use on compilation albums. That doesn't change their 'original' status as a library track at all.

Various tracks from the libraries of K.P.M. / B.M.G. / etc... have been licenced over the years for inclusion on all manner of commercial CDs. The record companies will have licenced them for a specific period. After which, the CD will be deleted.

Now, this doesn't change what you are allowed to do with them. Regardless, a professionally recorded track, whether it be library or otherwise, is subject to copyright laws, and still can only ever be distributed by someone holding the correct licence.

In the case of the GMTV music, I think it was specially composed for its purpose and has not, yet, become part of any of the regular music libraries. Doesn't mean it won't, doesn't mean it might... However, I would assume that GMTV paid for exclusive use of it when it was first recorded. The reason it was made commercially available on the Music Club CD, back in 1994, was a specific deal that Bucks Music would have done, presumably with GMTV's permission, for the commercial life of that CD... which has long since passed.
