I'm looking for any information regarding this font used in ITN bulletins during the 80's and early 90's:

Does anyone know what font it is? If it's a library font, does anyone know of a free alternative?

Out of those choices it looks to me like Legato. It definitely isn't Dax, I can tell you that!

It's none of the above - your closest beast is Frutiger: However, it's not genuine italics, just slanted type. The capital C is the give-away.

WhatTheFont is only really useful for clear and/or large images - there's nothing like a keen eye and a brain full of typefaces.
