The 'world record' for a slot on Sky might be the 1.4 million paid by Discovery to Sumo TV for I think 144 in 2008. This however also includes the part exchange of another slot further down the guide. Channel 4 was buying round about the same time for the 130s, but these weren't made public, neither was ITV's arrival at 118.
Trading continues, Film 24 being the latest, again no price.
Wonder how any legislation will come up against existing contracts?
Hope this helps

Channel 4 actually bought the entire company 'Life TV' for £3.6M in 2007, which held some Sky EPG slots in the 130s, and then closed it down so that it could consolidate all its own entertainment channels into a single group on the Sky Guide.
The company 'Life TV Media' was then sold on again, broadcasting as 'Life One', but has continually disappeared and reappeared on the Sky EPG at 197 (one of C4's old slots) until 2009.
ITV's 118 slot was that originally occupied by Granada Plus, and was purchased (together with 119 & 120) at the time Sky Digital began in 1998. The channel was closed by ITV to make way for ITV3, which then appeared on 119, with ITV2 swapping positions with Men & Motors to become 118 - leaving the slot of 120 ready for the launch of ITV4.
