I can't quite tell what the beginning part of that is - possibly the first News 24 corporate theme. It then cuts into the closing music from the English regions circa 2000, so I think it's more of an edit for this video, rather than a full piece of music.
Why go to so much trouble, to demonstrate you have the files or maybe you plan on putting that great piece of work in the mocks!? Couldn't you have just pm'ed him the complete tunes?

Why go to so much effort in attempting to annoy the people and groups of music collectors alike who share and often even overlook your own collection? What you need '[MMTV - A troll who is banned from TVForum]' is a sense of perspective, taking a solid look at your input on this forum and then making a structured decision over whether you are even needed in such a community. Put it like this, if you were not part of tvforum, it would only be the bbc news music threads on the requests subsite that would 'miss' you, where else are you to be *frequently* seen? Get over yourself and your 'broadcast quality music' and that isn't me being bitter.
Now for something completely different, the files, I believe are the original David Lowe mix of 1999, or something of a similar effect coupled with the 1999 BBC English Regions generic closing theme, before the 2002 updates, i'd be happy to send the later as obviously it's quite an old and certainly discontinued theme now.
