Are you absolutely sure that's 1989 and not it's 1986-1989 predecessor? As I remember it, and checked with a few YT videos, whilst the 1989 version was incredibly similar, it had a lot more "oomf" to it, especially more drums. The other main differentiator was how the titles ended, for the 1989 version there was a pretty hard end with a drum beat, but the 1986 version had more of a "gentle twinkle" ending, same as on the ones posted above.
Yeah, those are definitely from Breakfast Time, not Breakfast News. The Breakfast News package has never turned up anywhere. It didn’t help that they had to lift elements from the previous Breakfast Time package to create extended openings.

They remixed the 1989 opening theme again in 1995 (by adding an extra drum beat) when it was reintroduced to open Business Breakfast until 1997. Apparently the 1993 version with all the electric guitar was a little to harsh for 6.00am!

I'm not too sure it was a remix, as much as it was a re-orchestration. The brass was heavier, percussion stronger, but with no reduction in woodwind and strings, gives it a miuch heavier sound, than the Breakfast Time version, where everything was in balance, the brass was softened, the percussion very limited, and it was all balanced nicely, where as the Breakfast News version was very brass and percussion heavy.
