Kid, try AfterEffects, it's easier! Just set a parent object and track matte.
Don't know how good my software is, but I'mn trying to recreate the 'balls' that the GMTV presenters were on in 2007. Where they move from the front to the back, how do I do the ball part? I have the movement preset.

Premiere Elements is not capable of producing 3d animation. Essentially its just video editing software with the usual array of basic effects.
You can do some pretty amazing 2d animation with it if you have a vector graphics programme like Illustrator which could be made to look 3d if you spend a lot of time on it, but it cant handle actual 3d animation, for that you will need After Effects or something similar as Mike says.
