Do you think it'll be permanent, though? I have a sneaking suspicion that they will be only bringing this format out for when they have a major/breaking news story

Either way with this altered look they have converted the BBC News front page to CSS. Looks like section by section bbc.co.uk is being converted.

No, the BBC News website still uses a table-based layout, not CSS positioning (although obviously it uses CSS for other things).

BBC TV Centre is right, this format is only going to be used when their is a major/breaking news story.
