Even if a brand design agency contracts some design work to someone else, it is not uncommon to give them the primary credit as they usually take the creative lead. If Red Bee contracted Fontsmith to help out with the new new logos, it would still be technically correct to credit the logo to Red Bee. (I don't know if Red Bee were involved in creating the new ITV logos, but its unlikely that ITV would commission them directly from Fontsmith, as they are a type foundry and not a brand design agency.) The ideal situation is obviously when you can determine exactly who did what.
The situation is similar when it comes to idents, where the agency typically gets the primary credit, even if a separate production studio was crucial in creating the idents.
