If you look on the front page, there is a timetable. Downloads are only meant to be avalible at certain times as the webmaster (Pablo) hosts all the files on his own server. If you have broadband it is possible to download outside these times but it takes a long time to do so.

Just spotted the locked TV Ark forums, thought it was just locked to unregistered members but it's locked to registered ones as well...
