I believe the story behind Ictimai's EBU membership was that the state run Azeri TV (or a name similar to that) had been broadcasting the Eurovision Song Contest for a few years with great success (they even sent their own commentator to the show despite not taking part in it) so they applied for EBU membership. In the hope that they might manage to also get EBU membership and snatch Eurovision away, ITV submitted a bid to become a member. Azeri TV didn't get membership because of its closeness to the government and ITV was successful so they will send Azerbaijan's first participant to Eurovision this year.

That sounds right to me, that's basically what I gathered anyway.
