In fact the slightly garbled page 700 seems to suggest its something to do with finance?

Air Call was discussed on here a while back. It was data broadcasting. They used the VBI for sending data to companies such as dodgy credit card numbers.

They changed their name to Data Broadcasting International

They won the license for data broadcasting on Channel 4, beating Sky
