New Liscence for Internet radios- Help!

Hi,
I heard that, to broadcast on internet radio now, any station even if just speech needs a liscence.
What is it, and where can i get one?

Only if you plan to have all talk and no music.

The licenses cover the royalty fee's for artist's music and compositions. There are two licenses that are required;

PPL (Phonographic Performance Limited)
and MCPS/PRS

Both of these licenses, in the last payment I made totalled just short of £2000.
