Also, its for group discussions (chatrooms), not forums.
To make a FORUM (not chatroom), you would need to know plenty of HTML, CSS, PHP and lets not forget JS

That said, there are lots of reasons why a new thread might be deleted - prime among them here being we don't do threads with no content - so don't start a thread unless you've got something to say.
I've been here for nearly 17 years and I can't tell you the number of times someone has said they have created a rival forum only for it to fall flat on its face. TV Forum is too popular and rightly so. I know from first hand during my years as a moderator here that Asa has worked very hard to create this resource and over the course of 17 years it has attracted a huge number of members who have remained interested and active. You might as well learn from history and give it up while the goings good and just enjoy here. I wouldn't say the management here is over the top - we get away with quite a bit and you need some rules in place in any sort of community. I moderated here first hand and let me tell you it was very challenging and hard work. I lasted about 7 years or so and I take my hat off to Asa and the mods who have stuck it out a lot longer than I did. If I were you I wouldn't bother wasting any of your time or effort and just enjoy the community we have here.
I tried making a forum after a forum i was a member of closed down. It had a good user base but only 15 of the god knows how many joined mine and it was mostly regulars i spoke to at the time.
It didn't last long and i was only 17 at the time.
I've been coming to TV Forum since 2003 and so far this is the only place where i know where a lot of industry people share their work and have helped me out a lot when it's come details of set design for my 3D re-creations.

Forums are now becoming fewer and fewer, since the likes of Twitter and Facebook have popped up. Thus only the most regarded forums are still with us.
Search up 'TV Forum' on Google and there are loads of variants of this forum. There are Indian, American, Canadian and Australian variants which unsurprisingly are nowhere near the standard of this one.
