Hmm... well, not exactly the first.
CBS have been doing a 'CBS News Online Edition' for a while now, and before they started getting bollocked by the FCC, a lot of US news organisations streamed live content over the internet. MSNBC was for a time available 24/7 online.
And of course the Beeb have been streaming all their news broadcasts free to UK viewers for ages. Will be interesting to see if NBC fill the thing up with adverts, or cut them out somehow.

What exactly do you mean, by them being 'bollucked by the FCC?' Are you referring to the third-party organizations that retransmitted certain OTA and Cable channels without consent? I don't really remember OFFICIAL retransmissions over the internet, or why the FCC would block that if it did happen.
