This is true. The site has been under review for several months as ITV are now working on the potential of online ad revenue for shows.

MediaGuardian are reporting ITV.com is to get a revamp:
"ITV has appointed US digital agency Schematic to design a next-generation video-on-demand ITV.com website as well as its own digital media player.
ITV is aiming to launch its new web "portal" sometime in the first quarter next year.
The broadband-enabled, on-demand service will enable viewers to watch simulcasts of live ITV shows as well as operating a "catch-up" option to see missed programmes.
ITV also intends to offer exclusive web-only content and a wide range of archive material."

PRESS RELEASE:
London and Los Angeles – Oct. 11, 2006 – ITV, the UK’s largest commercial broadcaster, has selected the full-service interactive agency, Schematic, to design its next-generation broadband website, to launch in the first half of 2007. Schematic will implement a complete redesign of ITV.com and design a broadbandcompatible online video player.
The portal will enable ITV viewers to watch simulcasts of live TV online, “catch-up” on recent episodes they have missed, view enhanced programming and exclusive Web content for current shows, as well as access a wide range of archived content.
Schematic has already designed major broadband projects, including the BDA North America Design Award-winning CNN Pipeline on-demand broadband video news service; the Emmy® Award nominated Vongo video download service for Starz Entertainment, LLC; and assisted with the requested prototype design and consulted on Turner Broadcasting System, Inc.’s GameTap broadband gaming service.
Jane Marshall, Commercial Development Director, ITV Consumer said: “Broadband is the next mass-market platform for delivery of both television to viewers and services to advertisers and with some of the UK’s most popular content we are confident ITV has an incredibly strong consumer proposition online. We chose Schematic because of its proven record in creating compelling, intuitive web design and functionality for major global media and entertainment clients.”
Trevor Kaufman, CEO, Schematic said: "Whether in America or Europe, we are seeing proof that a broadband strategy must play a key role in a broadcaster’s plan to reach their viewers in new and compelling ways.
We are excited to take this important step with ITV and look forward to designing a new broadband experience that will increase both the business opportunities while also providing viewers with a more engaging way to watch programming.”

How often is the ITV4 website updated (not very, by the looks of it)?
http://itv4.itv.com/itv4/index.jsp
"ITV4 is now available on Freeview 30 , NTL 15/122 , Sky 120 and Telewest 117."

I don't think it has been updated since the channel launched...nearly a year!

It's really designed well and the content on that page is great! If only the content on the actual ITV homepage was great.

I don't think it's that good, personally. What's with the ugly, repetitive, dull blue gradients? It has bad navigation and is generally quite old-looking... I never really know where I am on an ITV website, no one page is the same. I think it's very badly designed, I hope this isn't part of the redesign!
I ended up on the Heartbeat page, but it took me a while to figure out where I was. I think the word "Heartbeat" was mentioned only in the title bar. If people get too confused, bored, or don't know where they are, it can be only a matter of seconds before they'll just leave the site. How they get away with the animated ads, let alone the one's that fly into a random place on the page, I don't know.
I prefer the minimalist look.
