sites depend on who runs/contributes to them. Some sites have more staff than others, and some sites are done entirely by one person.
The TV Room re-design was in development for about 1 and a half years, most of it design and structure related
TV Newsroom from about September in planning and Mid-October for actual start of work.
I am not sure on the situation with TV Ark, I understand there are a few contributors, but not all of them may work at the same speed and rate as others...

I'm amazed that I've yet to see a TV pres site that uses a CMS - why hasn't anyone thought of that? Then changes to the layout would take as long as it takes to log into the admin panel, go to the settings menu and change the style. In theory.

But anyway, it's disappointing that more sites don't make use of CMSs.

The pres site I'm working on uses Joomla as it's CMS (along with a few custom made components and such). It's just a matter of slowly building up content, the design and making the few custom bits, which is why nothing has emerged on the net yet (it's all on a test server on this PC).

Nup, SQL database. The HTML files are static, generated from the CMS whenever a page needs to be updated. It means no database interaction required everytime a visitor visits a TVR page.
