Looks like it could potentially be a permanent new style given the comment at the bottom asking for visitors' feedback.
My immediate thought was it's awful, but to be honest, I don't know if it's just me, but I don't really find I ever use the homepage. I just tend to go straight to the page I want e.g. bbc.co.uk/news or click on the link on the grey bar at the top, so maybe making the event of the day the dominant part of the home page could be a good thing in that people are more likely to take notice of something in your face.

I don't think it is too permanent... the feedback link leads to "doctorwho_comment.shtml", is entitled "Doctor Who themed homepage" and says "As you may have noticed, we’ve made some changes to the bbc.co.uk homepage today".
Yeah I know what you mean though the fact that it says "new style of home page" made me think they're perhaps using Dr. Who as an event to test a new style with. I imagine they'll perhaps switch to this style whenever something "important" is happening. Perhaps we'll see a similar page style for Wimbledon, Live8 and so on, though I think it's probably too OTT for some of the less significant things that they advertise on the front page.
The new-look for BBC.co.uk is only for the finale of "Doctor Who" as it's a big thing for the Beeb. The site won't be looking like that tomorrow as it's a new-look for special occasions, i.e. christmas etc.

"BBC.co.uk gets a new look": BBC, June 18 2005, 06:11
BBC.co.uk has been given a brand-new look to celebrate the final episode of the UKs drama series, Doctor Who. The multi-impression website has a space-themed-look and links to the other BBC fake website, such as UMIT and Bad Wolf TV. The BBC have said that the new-look will not be in use throughout the year, but will be featured at "significant" events such as Royal Weddings, Christmas and Glastonbury Music Festival. See bbc.co.uk for more details.
Good to see the theme coloured stylesheets back. Nice idea, they've just got to make sure the quality of the pics are good enough for that size! Average video caps wouldn't do unless sourced from something really decent.
it seems as that was a one-off...the homepage has now returned to normal. They must have used that as an experiment, and now be reading feedback from visitors to determine whether that is the next suitable move for their site.
