Broadband news clips is now available for those outside of the UK. It's apparently being provided with the aid of BBC World and advertising either side of the clips, so that it doesn't cost licence fee payers.

The image you posted earlier is the toned down version of the BBC front page.
They often roll out this version of the BBC front page when they are experiencing high demand (e.g. when there is a breaking news story ... I remember seeing this for a fairly long time during the 7th July attacks). Presumably this is so that a) the servers don't keel over and b) bandwidth is used more efficiently.
