Yep - though there are lots of domestic Sky boxes with HDMI->HD-SDI Converters hanging off the back of them. (At one point you could get HDMI->HD-SDI converters with optional HDCP removal, which was enabled if you assumed the responsibility for any legal issues that might cause)
You still can, there’s very tight control of this, one manufacturer only allows removal if a certificate is signed by a director of the end user. I had an application bounce recently because the director wasn’t a present one on the Companies House register. Not sure who they’d consider valid for the BBC !?
Since this thread discusses satellites (and I think was discussed in this thread) I found a variation of the RX8200 receiver by Ericsson of that’s designed for receiving Sky services specifically for broadcast applications. It takes a single access card and outputs an HD-SDI with 4:2:0 decoding.
