Might be able to use them for charging USB devices but not as mass storage devices.

Well considering on the Sky+ HD DRX890 and 895 boxes they offer(ed) a wireless adapter for them (to bring them into line with the later DRX890W and the DRX895W (which are the same boxes but with bigger drives and built-in Wifi), and the only way to get the box to talk to them is going to be USB...

That device didn't use USB at all. It was a wireless bridge which other than being configurable via the box's setup pages, was just like any other wireless bridge - it could be used to connect any device with an Ethernet port.
It was powered by a separate 'wall wort' DC adapter, which was subject to a recall at one point.

I think there were two versions of it, the one you've mentioned and then there's this that's floating around on Sky's website that actually says "This version required no external power source, supplied with USB cable", which suggests it can run off the USB port of the box.

If it did, then all it did was draw power from the USB. The data transfer was all via Ethernet.

This seems to be the version from Sky's website I posted above, it looks to be a completely wireless solution which doesn't make a bridge from the network port, though looking at its size it presumably must be mostly packaging as opposed to circuitry!
The other version seems to be this one which is as you suggested, a bridge:
