Don't some Heart stations have different licence commitments to others? I have the feeling that some have a greater news commitment than others, and so maybe this is that more clearly signposted? I may have made it up in my mind but I'm sure there are a few Heart stations that have to do extended bulletins at certain times of the day.

The Heart radio stations have a mix of legacy obligations which they still have to comply with. Cornwall and some of the regional Heart stations are obliged to provide extra speech content, alas the extra news minutes at 6am.

That was mainly Atlantic FM and the old Real Radio stations, which led to the Heart Nightly News slots at 6.45pm. This seems new and different, and doesn't seem to be related to any regulatory decisions.
