The theme you are referring to seems to be from the 1998 to 2000 era at CNBC. All the daytime shows had music packages composed by Gregg Mangiafico. At the time he worked at JSM Music. I have just one cut from the package. This one.

Who Wants To Be A Millionaire AU 1999-2004
The Australian theme from 1999 sounds a bit punchier than the other versions of the Millionaire theme. I don't think it has ever been released to any fans. I have almost all of the different versions of the Millionaire theme music. But this one has eluded me.
