Can't say for the most of local companies, but some companies use their own packages and some use templates provided by the network. For example, nearly all Ren TV affilates use co-brands News 24 *local name* and all VGTRK stations use Vesti *region* brands. Local names are used mostly by independent channels and by affilates of entertainment and thematic networks, which have no national news (eg. CTC, TNT, Domashny, DTV...).
Note: previously, CTC and TNT were airing infotainment programmes which became co-brands for some of their affilates' programmes (not mostly news, but local infotaintment): interview programmes Details and Stories in Details on CTC, and 'city guide' Moscow: The User Guide on TNT.


something similar happens here in Brazil.
Rede Globo owned-and-operated stations and most affiliates use the "Region name or its abbreviation" TV branding (local newscasts are collectively known as Praça TV - "Place TV", in a loose translation).
Rede Record O&Os and some affiliates use the "Region name or its abbreviation" Record branding.
when they don't use the standard names, they mostly use the network graphics.

a few examples:
Paraná TV (12pm edition, RPC TV Curitiba, Globo affiliate in Curitiba, Paraná)
MTTV (7:15pm edition, TV Centro América, Globo affiliate in Cuiabá, Mato Grosso)
BATV (branding used only for the 7:15pm edition, 12pm edition branded as Bahia Meio-Dia - "Bahia [at] Noon", TV Bahia, Globo affiliate in Salvador, Bahia)
Bahia Record (TV Itapoan, Record O&O in Salvador, Bahia)
RJ Record (TV Record Rio de Janeiro, O&O station)

one thing I noticed about the TV-Avisen titles: first they changed the city tag from New York to Copenhagen (which makes sense, since it was the most - or only - visible tag), now they added the clock to the 6:30pm edition (there already was a clock at the top of the 9pm edition).

meanwhile, here in Brazil, a couple of months ago, Rede Globo, the nation's leading television network, has banned advertisers from even mentioning Twitter, Facebook, orkut (the Google-owned social networking service that's huge here in Brazil) or any other social networking services. unless... they pay extra to the network simply for mentioning that service.
as if Twitter and Facebook did primetime commercials.

here in Brazil, SBT has relaunched, once again with new anchors (longtime radio broadcaster Joseval Peixoto and Rachel Sheherazade, previously with the SBT affiliate in João Pessoa, in the northeastern state of Paraíba), a new format and a new set, its flagship newscast, "SBT Brasil". I'm not a fan of the new set. actually, I'm not a fan of the new format either:

Portugal's TVI has revamped its newscasts last week, with their flagship 8pm newscast, "Jornal Nacional", relaunched as "Jornal das 8", anchored by Judite de Sousa and José Alberto Carvalho, both previously with public broadcaster RTP:

yesterday, Globo Rio has launched a new set for all of its local newscasts (including Bom Dia Rio, which was until then based at the pre-2009 RJTV set), a glass studio at the top of the Rede Globo headquarters in the southern part of Rio de Janeiro, overlooking many known sites of the city, such as the Rodrigo de Freitas lagoon and the city's Botanical Gardens:
