That's no coincidence, it was originally commissioned in 1988 for when Central introduced the animated endcap, and it continued to appear in local continuity in one form or another until the Cake was dropped in 1997. It was in effect chosen as their new station ident sting.
Almost all of the music they used in local continuity came from library music collections. Some, as you say, better than others. After the excellent original piece (which we now know as 'Advision' from the Bruton collection), Central chose a number of tracks from Music House library during the late 80s. Not sure about the 90s, but they did commision the "Thank You For Watching Central" piece, as well as "Let's Get Together" (... which was soooo irritating!!) and interspersed versions of these in amongst the library tracks.
In fact, almost all of the animations and jingles continued to be used in re-edited/re-hashed/re-jigged versions throughout. It was great to spot an old stop-frame version of the cake mixed in with the CGI paintdrops, and the multi-coloured rising balls (for want of a much better description), and then a new 'CENTRAL' caption overlaid on top (or is that me being sad...!)
