Except the BBC does broadcast to Ireland doesn't it? Wasn't that an outcome of the Good Friday Agreement.
As far as I know, the Good Friday Agreement is for BBC One and Two NI. The other BBC UK channels are under a commercial agreement with BBC Studios and the Irish providers.
The section of the Good Friday Agreement that deals with the Irish (and Ulster Scots) language states that the British government will:
“explore urgently with the relevant British authorities, and in co-operation with the Irish broadcasting authorities, the scope for achieving more widespread availability of Teilifis na Gaeilige in Northern Ireland;”
This is the only mention of broadcasting in the agreement.
But it's a foreign country that the World Service is neglecting it's mandate to broadcast information and news about Britain to
