This is absolutely stupid. An article from today's Sun (website isn't paywalled any more) about how CBBC gaining an extra two hours is bad for kids. One of the examples is a four year old - who would be watching Cbeebies instead, and that's not extending it's hours. Also, there are other kids channels anyway. Even if you only have Freeview there's Pop and Tiny Pop, which are on air 24/7.

Wow, 24 hours kids channels, how dare the BBC corrupt our kids this way, let's forget other kids channels have been doing it for years. I remember watching Cartoon Network up till 9PM back in the 90s!

Kids channels were going on well into the evening well before than anyway- even on time-share analogue Cartoon Network & Nickelodeon were on well into the evening.
The Nickelodeon channels still aren't 24 hours for some reason unlike Cartoon Network & Disney XD, though they're now only off from midnight until 3AM, the downtime was 22:00-6:00 until not that long ago- which is still later then the 21:00 CBBC will be closing down from next year. So CBBC aren't doing anything shocking- they'll still be broadcasting fewer hours than the commercial channels were a decade ago!

I can remember in the late 90s, Nick didn't start until 7AM on weekends, though they started at 6AM in the week. Meant we got an hour of the Nickelodeon test card and tone, following the Paramount Comedy "chicken and traffic" test card on those days!http://hub.tv-ark.org.uk/images/testcards/images/43_testcards/nickelodeon.jpg
(this clip has tone, but I remember at one time it had the sound effect of car horns honking instead).
Mentioning Toonz2Nite on NickToons TV, I actually recently uploaded some pres from that to YouTube:

What I liked about 24 hour networks is that, sometimes networks like Cartoon Network would have old shows they used to air back in the day. Nowadays, CN airs the current shows they are airing at night. Shame really. Children can record those programmes on Sky+, so they didn't have to stay up to watch Cartoon Cartoons, they could go home from school and watch those old cartoons, ready to watch on their Sky box.

Cartoon Network did, IIRC, target a sightly more mature audience later in the evening back in the analogue days. I think it did try to be a channel that showed cartoons rather than a "kids" channel. Then again, Nick gave us Ren and Stimpy...
