That's not really the point - lunchtime bulletins only last 4 minutes. They could have dropped the 4pm weather forecast (giving them about a minute at least). It's the fact that the regions have prepared a bulletin - just to have it dropped.
Also, this is the third time it's happened in just over twelve months, with regional bulletins also dropped due to "drinks breaks" in the World Cup (announced ten minutes into the post-match analysis and five minutes before the programme ended) and due to the birth of Princess Charlotte (despite it being announced on air that there was at least 45 minutes before they appeared). Now we're losing it because the Budget speech was "too long".
It doesn't have to be a case of losing any trailers and adverts, either - the Budget coverage was followed by three hours of repeats. They could have extended the whole programme by fifteen minutes, replaced the sixty minute Tipping Point repeat with a 45 minute Catchphrase or Family Fortunes repeat, and they're back on schedule. If the schedule is that regimented, then God help them when the Queen dies.
