Cuppa TV ? If they were going to attach it to a Big Centre TV 'brand' why not their news strand The Midland rather than the froth & lifestyle of Cuppa TV.
I expect that says all we need to know about the programme anyway.

Are any local channels doing any election programming? I see Big Centre TV are doing a Cuppa TV election special from midnight on Thursday.

They have an "Election Special" programme at 22:00, but I suspect they are going for the Cuppa TV brand overnight as it's probably easier for them to do an informal programme than hard news all night (I'm assuming it's all night as there's no end time on the programme).
Kudos to them for doing something and not just shoving Teleshopping on at midnight.
Take the schedule with a pinch of salt though, they are showing "Election Countdown" on Friday night apparently.

I suspect they're using the Cuppa TV brand also as they can use their set instead of the god awful CSO they continue to use.

Dunno. Given some of the pessimistic opinions from the political pundits over the last couple of days, about the marble trading to form up a coalition government from Friday onwards - that may not be a farfetched scheduling decision as you may think!

The latest local TV channel to feature in the Ofcom Broadcast Bulletin is That's Solent, who broadcast an expletive-laden Calvin Harris video at 7.15pm.

Notts TV will have a special programme at 5.30pm on Friday where they say they will interview every elected MP in Nottinghamshire. This will be followed by a live "Channel 8 Debate" at 7.30pm.

Manchester's local TV licence has now been granted by Ofcom - it commences 31st May and a clause in the licence also specifies 31st May 2015 as the 'must launch by' date, although that date has often been extended for other local TV licence holders. http://www.a516digital.com/2015/05/ofcom-grants-manchester-local-tv-licence.html
