* These graphics appeared briefly on BBC News , have they appeared before or are they something being created for the future?

I would hope that was an error!

Looks to me to be a test graphic for what could be used on a floods special to be aired soon?

What is it distracting you from? That whole shot is for aesthetic reasons only.

Personally, I think there's a lot of clutter for you to take in on a short aesthetic shot. Whilst this shot is happening, the newsreader and weather presenter are conversing so I would've thought that the eye should really be drawn to the person speaking (ie. Stav above), and who is about to start presenting. Now, there are 4 bright screens and a lit up podium thing to look at, then the shot is over before you can really take it in.

A personal preference would be to just keep it plain and simple on the wall.

Similarly, I like the relatively new intro to the Ten for example as the shot focuses more on Huw standing up rather than centring on the desk with an empty chair at it, like it used to.

I completely agree with you on this - though I wouldn't describe it as "distraction" because as I said, there isn't any vital information you're missing. Really, there's absolutely no need for the shot other than to "show off" where the weather is broadcast. I'd happily see it go - we see the newsroom every bloody half hour anyway.

What is the second camera on the balcony used for?

As already explained - the screens are for Outside Source which starts on Monday on BBC World News.

As already acknowledged:
If the screens are mainly to be used for another show , then couldn't they just try and replicate the old sign that was there [for the weather].

They have in the past had newsreaders head on up to the weather balcony if the weather is in the news. Seems that has been scrapped in favour of the traditional method of bringing the weather presenter to the studio (which makes much more sense).

And of course, that programme that has barely been mentioned in this thread, Outside Source....

Can I ask what use three screens that high on a wall (that people will walk across) will be to the much-hyped Outside Source?

I noticed BBC Two promoting The Papers tonight with a slide in between Newsnight and the weather.
