At a guess, given Newsnight are unlikely to be given more budget, probably not. I doubt being told to put out an extra 20 minutes a week on the same money because of a scheduling decision would go down well when The Review Show is (I presume) no longer anything to do with them.

Presumably not. However News are funded centrally rather than commissioned - so could be asked, and presumably expected, to fill the time somehow?

I think the most sensible thing would be to use the opportunity to bring Later with Jools Holland forward to the 11pm slot; since The Review Show has been running at its present length, Jools has been pushed back to the unfeasibly late time of close to midnight, and this would be an opportunity to show it in a more reasonable time slot.
Incidentally, I heard somewhere that The Review Show would still be getting a repeat on BBC2.
