I'm a tad confused, why does the 10 come from N6 rather than TC7, or indeed, why dows the 6 come from TC7 and not N6?
Rehearsal. By having the 6 in TC7 they can rehearse the bulletin and therefore make it more polished.
TC7 (previously) had Newsnight in it at 1030 however so it couldn't be used at 10, therefore News 24 used N8 as BBC World were not using it at 9.30 to give the 10 time to rehearse.

Because Newsnight were in TC7 until they moved to NBH so it wasn't available for the Ten. The Six uses TC7 because it gives them time to rehearse and set things up. This isn't the case with the Ten so the News Channel goes to N8 to free up N6 for the Ten to rehearse.
Theoretically the Ten could go to TC7 now but there wouldn't be technical crew on duty to do it, and in any case they want to close TC7 as soon as possible.

Insiders have said BBC News will be keeping TC7 for as long as the nationals are at TVC, at least until March, and surely now WN is at BH they'll need a second crew to operate N8?
