3. The government refused permission because they didn't think the original plans were different enough from what was already available. The government didn't have to approve BBC Choice - it's only recently that the government decided all new digital channels had to be approved. Also the new BBC3 will be quite different from BBC Choice.

Yeah yeah.... as mentioned BBC3 will have a 15 minute news programme, therefore it would be the 60 seconds programme in a diffrent form
