Pretty awful - C4's weather graphics actually are alright now, in a similar fashions to the BBC but without the presenter of course. If they want to go with the idea of regional blocks why not at least keep them in the sort of shapes of the regions - doesn't have to be exact, but something a bit more abstract and interesting than squares, which doesn't fit in with C4's current look at all.
An idea which may or may not work in practice but have a 3D Britain in a similar style to the 4 logo broken up into the regions, then use the shadow drop image behind it to have images of the expected weather in the area.

It would make a great desktop widget or phone app, but for the TV... no.

I think it may be an instance of form over function, but I think it's aesthetically interesting. I didn't notice it at first, but the last frame of the concept actually creates a blocky map of the UK, which I actually like. I think it'd work well for an app, but probably not for an in-vision weather bulletin.
