So presumably in such a situation like that (which I expect it was, given Ben had been on the One and NC with the story earlier that day) where London picks it up after the Six bumps it off its schedule, presumably one of BBC London's own stories gets axed to fit timings?
Though of course how far in advance London knew they'd get Ben Ando and the bleach story is another matter, if they'd known for some time then the said London story would presumably not have got much further than research stages, where as a last minute change could have resulted in a London reporter & crew being wasted?
Running orders are continually adjusted right up until a news programme goes off air. It wouldn't necessarily have been a whole story that got ditched, there are many ways to add new items or drop others.
There are always a number of standby items that can be dropped - news programmes usually have a 'belt' of short stories in brief that are just 'cover' voiced over by the presenter... these are added and dropped as needed. The running order has a 'line' just below the off air point and there will be a number of standby items 'below the line' that can be moved up into the bulletin and vice-versa. In the case of regional news these are usually stories from adjoining regions - London might have package they've taken from BBC East or South East for example. These will be the first to be dropped but will be kept handy just in case
It's rare that a story that has been worked on on the day is ditched and never normally for timing reasons. Sometimes they won't make it to air for other reasons - the story goes away or there's not enough material to turn into a package, or there's a technical issue and it doesn't make it on time.
A story like the bleach one that was covered by the national news will be offered to the regional news, they don't have to take it of course. Whether they do would depend on how good a story it is or on how much they need it for the programme - if it's a quiet news day or they're particually poorly resourced that day then they'll be more keen on taking it.
