I really dig that local German set on Actuelle.. To me, it looks very BBC local (even though I haven't seen BBC local for years). Anyway, the others that stood out (that I remember... it's a little mind-numbing the entire planet's news opens that he has!):

Rede Record Brazil's
Jornal de Record. I dunno, there's something intergalactic about that whole open, like how a newscast would be on Saturn if they had newscasts. Don't know what it is. The open itself is a little other-worldly (not especially contemporary or minimal, just different), the set is literally out of this world and the anchors.....mmmm, there's something a little extraterrestrial in their sudden movements and expressionless faces. "Bua noite Brazil!" It's really something!
Northern Europe shines. Spain's stuff is nice as I recall. Somewhere around Germany starts a thing for virtual sets that I hate.
