That's what I thought on first seeing it too, it's clearly why the frame is so jerky, the man is running out of breath, why he retreats so quickly and why you can see a load of players chasing him in the last frames. Shoddy production values or not, I'm suprised more people didn't pick up on it more quickly.

I think that was idea really. They are probably meant to be filmed by someone tagging a 2 shape on to things or people s/he shouldn't be, by spraying them with paint... with a risk of getting caught... hence the urgent/jerky camera work.
